Tea Tree Oil (TTO) has been the subject of  adverse Opinions from COLIPA (2002), who advised a maximum usage level of 1% in cosmetics, and the (SCCP / 0843/04) who essentially declared TTO to be unstable  and unsafe in cosmetics.  Cropwatch has raised a formal objection to the SCCP Opinion with the EU committee, believing that end-user data has not been considered, and that a risk-benefit analysis has yet to be performed before TTO can be cast in this negative light.
